Walk on a Treadmill with the dumbbells in your hand. Just fast walk on it working your arms through the dumbbells.
OR walk around the park…if you don’t mind looking like a fool.
Use those dumbbells to do twist and twist from left to right as far as you can!
Jump up and down as high as you can trying to stretch out your body.
Lose weight first. Check out the anti-estrogenic diet. You may have high estrogen.
If you can get access to weights, incline bench presses may help. They will develop your upper pecs and help give you a broad chest. SKIP THE DECLINE BENCH PRESS! They can cause man-boobs, especially as you age. Skip the flat bench too. They are OK if you don’t have moobs, but not so good if you do. Make sure you have a spotter, or do your incline benches in a power rack so you don’t kill yourself.
You have to lift HEAVY though, so the 10# weights won’t cut it. Heavy weights for 3-5 reps. If you absolutely, positively don’t have access to an incline bench, heavy weights and a spotter/power rack, then try push ups with your feet elevated several feet. It kind of re-creates an incline bench.

go for a jog in the morning and at night
regular excercise is best to lose weight.
Pushups would focus on your chest and help to tighten the muscle under the fat which would lift the chest.
