They do not have to be tested for safety, or effectiveness. There is no testing to confirm that the pills contain the dosage claimed [it can vary hugely; up to 5 to 1 in one bottle, and 20 to 1 between bottles of the same brand, according to a study published in Science, a VERY reputable scientific magazine]. There are no inspections of their production facilities; for all you know, there is a dead wino lying on the mixing vat.
So I very much doubt the stuff is any good. They can claim whatever they like to get your money, and nobody will stop them.
"Man Boobs" can briefly occur during normal male puberty, but the medical term is gynecomastia. Ask you doc if they last more than 3 months.
If you are post pubertal and you simply mean fat deposits there, diet and exercise are your only bet.
